Rates and Billing

The City of Richfield operates three utilities: Water, Sanitary Sewer, and Stormwater. Fees are collected quarterly for each of these utilities. These fees fund operating costs, current and future infrastructure needs, and equipment replacement.

UTILITY RATE STRUCTURE
Water Utility
The City of Richfield bills water use based on a tiered "Conservation Rate Structure", per the Minnesota Department of Natural Resources recommendation (see Minnesota Statutes, Section 103G.291 Subd. 4). The purpose of this tiered billing structure is to encourage water users to reduce consumption. The table below shows the City's 2024 Conservation Rate Structure, which applies to all residential and multi-unit properties.

1 $4.84 per 1000 gallons 0-15,000 gallons
2 $5.81 per 1000 gallons 15,001-25,000 gallons
3 $6.99 per 1000 gallons 25,001 gallons and over
Irrigation $6.99 per 1000 gallons  

  • Commercial properties, schools, and churches are billed at tier 1 rate for their domestic water use
  • The Minnesota State testing fee is $9.72 annually for each account billed (billed quarterly at $2.43 per cycle)
  • The administrative charge is $10.00 quarterly.
Wastewater Utility
Richfield’s wastewater flows to a treatment plant in St. Paul, Minnesota owned and operated by the Metropolitan Council Environmental Services Division (MCES).
  • The wastewater rate is $6.27 per 1000 gallons in 2024.
  • Residential wastewater (sanitary sewer) is determined by the winter quarter’s water consumption.
  • There is a minimum charge of 7,000 gallons ($43.89) for sanitary sewer on all accounts.
Stormwater Utility
  • The storm water rate is $24.04 per unit or one-fifth acre per quarter in 2024.
  • A single-family residence is considered one-fifth acre.
  • Rates for commercial properties are based on land acreage and will be charged accordingly.
Streetlight Utility
Richfield's streetlight utility is $7.21 per quarter in 2024.

For Title Companies/Closers
  • Requests for water billing estimates should be submitted in writing by email to UBCredit@richfieldmn.gov
  • Requests must include the property address and closing date
  • Utility Billing will reply with outstanding balance, any certified amount, last three billed amounts and due date within 2 business hours.
  • Please advise clients to fill out the forms below as well.
