VETERAN'S PARK SIGN VARIANCE

Indigo Signs, on behalf of the Richfield Parks and Recreation Department, received approval for two variances in order to replace an existing freestanding sign at Veteran’s Park that is located in front of the outdoor pool building, near the intersection of 66th Street and Park Avenue. The replacement sign will have an improved design and will contain a dynamic display.

ASTER COMMONS
Beacon Interfaith Housing Collaborative, a non-profit housing developer, is requesting a Comprehensive Plan Amendment, a Rezoning, Preliminary Plat approval, Site Plan approval and two Variances in order to construct a 3-story, 38 unit housing development on the "remnant" parcels south of T&T Automotive (four vacant parcels in the southeast quadrant of 66th Street E and Portland Avenue S).  The public hearing was held by the Planning Commission on Monday, October 23, 2023.  The first reading of the Rezoning is scheduled for City Council on Tuesday November 14th, and final decision by the City Council is scheduled for Tuesday November 28th.  To view the submittal documents click the underlined project name in blue text at the beginning of this paragraph.  To keep it at a downloadable size, not all plan pages have been uploaded.  If you have questions about particular details, or the process in general, contact Sam Crosby, Planner, at either 612-861-9776 or scrosby@richfieldmn.gov.

101 66TH STREET EAST
North Bay Companies received approval to build a 5-story mixed-use development on the site of the former Southview Baptist Church at 66th Street & 1st Avenue. The redevelopment will consist of 80 residential units and approximately 2,600 square feet of commercial space fronting on 66th Street. The project was approved at the January 11, 2022 City Council meeting.  A one-year time extension was approved by the City Council on February 14, 2023. A second one-year time extension was approved by the City Council on January 9, 2024. During the January 9 meeting, the City Council also added a condition requiring the removal of the vacant buildings on site within 90 days (a deadline of April 9, 2024). The Contract for Private Development between the HRA and the developer requires that construction on the project commence by June 30, 2024.

PROJECTS UNDER CONSTRUCTION

LYNVUE - 65TH & LYNDALE
Enclave Development, LLC is constructing a 5-story, mixed-use building that includes 159 rental apartments and approximately 7,000 square feet of ground floor retail space at the northeast corner of Lyndale Avenue and 65th Street. The development will carry out the Comprehensive Plan’s vision of a vibrant and active city center featuring a mix of uses.  Additionally, the development will contribute 15% of the available Tax Increment to the Housing and Redevelopment Fund, as well as reserve 10 two-bedroom units for households earning 60% or less of the Area Median Income.  The development plans were approved at the April 27, 2021 City Council Meeting.

COMPLETED PROJECTS 

MSP COMMERCIAL
MSP Commercial is a construction company that relocated their offices from Eagan to 6436 Penn Avenue.  The company did an extensive remodel of the building - both exterior and interior - to convert the space from a wholesale business to professional offices.  The freestanding sign was moved to a better location (that doesn't conflict with utilities) and the vehicular access to Penn Avenue was combined with the liquor store's access, for simplified circulation and traffic flow.
